That approach will improve the separate collection of packaging waste, leading to higher quality
recycling of packaging waste, and is intended to introduce a level of harmonisation of the packaging
waste collection systems on the internal market. As a general rule, the actual measurement of the
weight of packaging waste to be counted as recycled should be at the point where packaging waste
enters the recycling operation. As the generation of commercial and industrial packaging waste is not
related to household consumption, the waste prevention targets per capita cannot apply as such to
commercial and industrial packaging waste.
