Toxic Free Food Act Introduced in US Congress

Earlier this week, the Toxic Free Food Act (HR3699) was introduced in the House of Representatives by U.S. Representative Rosa DeLauro.  As drafted, the bill calls for the FDA to modify the voluntary GRAS Notification rule which was finalized in 2016 to require manufacturers seeking GRAS status to provide additional details including cumulative health effects of a substance.  The bill also requires that FDA make determinations publicly available on its website with at least a ninety-day objection period during which the public or the agency to file objections to the GRAS determination.  The bill also specifies that any novel substances, newly synthesized chemicals, or carcinogenic substances cannot be determined to be GRAS.  Currently, the bill is supported by multiple NGOs including the Environmental Defense Fund.
